National report «State policy of the Russian Federation in the sphere of healthy nutrition» has been prepared to present a whole concept of the state and development trends regarding healthy nutrition policy in the Russian Federation, its effectiveness and implementation.

Healthy nutrition policy was actively implemented back in the USSR. Thus, first flour fortification was carried out in 1939. Later a number of regulation documents on development of food products vitamin enrichment system was adopted, including all-Union scientific and technological program for the period of 1986—1990. «To set up and develop production of food products for children and vitaminized food products on the basis of scientific principles of rational and balanced nutrition».

First unified regulation on food safety – «Medical and biological requirements and sanitary quality standards for raw food materials and food products» - was adopted in the USSR in 1989.

Development of the Russian state policy in the sphere of healthy nutrition had evolved after the International Conference on Nutrition held in 1992 in Rome. And since 1995 the unified state policy on healthy nutrition has been forming in Russia through intersectoral collaboration and joint efforts of relevant ministries, federal agencies and scientific organizations with administrative, legal and economic regulations being used as main control mechanisms.

Implementation of policy on healthy nutrition in Russia is under direct control of the President and Government of the Russian Federation.

The National report contains demographic indicators, mechanisms for implementation of state healthy nutrition policy including regulatory provisions, production of agricultural products, results of monitoring for food safety and nutrition status of different population groups and ways for its optimization. The Russian Federation as a member of relevant international organizations actively participates in the development of multilateral cooperation in the sphere of food security and nutrition. The results of Russian programms are described in detail in the report. The final section of the report provides some results of the state healthy nutrition policy implementation.

As the Russian state healthy nutrition policy is being actively implemented and improved in accordance with permanently changing social, economic and political situation the issues of food quality and safety are constantly under close scrutiny.
